Not exactly. One could use hand lasers for that.

OK, thanks. After the transporter use, I believe that we can leave here at Warp 3. This already includes the 5 for life support and 5 for leaving a system. Is this correct?

That extra day makes no difference in the encounter chances; they're per hex, not per day. Only your mission time limit (which I think you've got 2 days left) makes it an issue.
It's 2102.66 or so.. Dr Kordoba needs to be at starbase by 2102.8. That means either warp 2 today and warp 1 tomorrow, or the reverse.
