Their power expenditure (known) is 5 LS plus 10 warp and 15 cloak; total 30. Yours, counting nuclear, is 5 LS, 5 W, 15 half-shields, 5 ND... 25.

Just so we're clear, that 'regulation' is actually the opposite of what Mr. Johnson said, correct?

Until the ship has actually taken damage, at least 25%, it's a courts-martial offense to break-away or disengage. As a GM, I'm lax about it, but
Johnson doesn't mind creative regs reading ... but he's pointing out that the announced action is questionable on its face.
