In an unprecedented response to the entrapment of a Federation Starship in a Temporal Anomaly, the Federation Council has authorized an emergency suspension of the Prime Directive, and for the first time in Federation history, a Shipyard-Shipyard Partnering Agreement has been initiated between facilities in differing time-periods, a spokesman for Starfleet Material Command told a high-level UPS staff meeting yesterday.
In a follow-up to an emergency meeting held earlier this month, Commander K’ralle Y’traag informed the Vice-president for Overhaul & Repair Operations and his senior staff that the Emergency Repair Team that was formed to conduct an en-situ, en-temporalis repair of the Frigate Reliant [NCC-1864], had determined that repairs could not be made without the support of a well-equipped facility, and that the condition of the Miranda-class Frigate was such that she could not survive the rigors of a time-slip without those repairs.
This placed Starfleet in a difficult position, as the current security situation makes the normal alternative of “destruction in place” undesirable. While a considerable amount of equipment could be salvaged before the hull & engines were sent into the Sun, the construction of a new ship would take 3 years… unacceptable in the current emergency.
Starfleet proposed an unusual step… doing the repair work in a facility on Earth, in the time-period! As was explained to the Federation Security Council, there was a facility present which was uniquely qualified to perform the work, both from a technical stand-point and in regards to information security concerns.
The Newport News Shipbuilding Company, of Newport News, Virginia, United States of America, was perhaps the most technologically advanced shipyard of “turn-of-the-21st Century” Earth, being the sole builder of the Fission-powered Aircraft Carriers of the U.S. Navy. In addition, the employees were all well-documented, and heavily security-screened by the U.S. government, and could be dealt with in a manner which would preserve security and prevent excessive cultural/technological contamination while preserving their Sapiens’s Rights.
The Security Council gave their approval, and the ERT leader and the Captain of the Reliant made a discreet approach to the President of the U.S., which obtained positive results. Preparations were made, and the Reliant was landed in one of the large building slips at the N.N. Sbdg facility. A visual cloak was immediately placed around the facility, which provides the illusion of a Nimitz-class CVN being under repair.
This was determined to be the best manner of providing an explanation for the increased activity, and to preserve security. In addition, a limited amount of psychological “adjustment” has been performed on the workers to allow for their memories to be adjusted to prevent security breaches. This was supervised by members of the Federation Mental Health Service and observers from the Sapiens’s Rights Coalition, to assure that the workers rights were preserved.
The Warp nacelles have been removed, and are being repaired in an enclosed facility on the site that is normally used for assembly of large pre-fitted hull sections.
Other repairs are being performed by joint teams, and the entire operation is estimated for completion by St.D. 6405.
The attached aerial photograph was taken with the aid of a Starfleet Optical Sensor, which compensates for the cloaking field.
